*Description*
This Project Manager/Business Analyst will support a local Healthcare insurance company with it's federal employee program, with a focus on interpreting FEHB (federal employee health benefits) and Federal Plan 87, and translating them into structured, executable plans. This role will oversee Financeled federal deliverables and timelines, while coordinating closely with Finance, Actuarial, Internal Audit, and other internal partners. A critical component of this role is handson requirements discovery-reviewing and interpreting FEP/FED87 manuals, guidance, and federal documentation; mapping required deliverables; and building the timelines, checklists, and SOPs needed to enable successful execution by Finance and Accounting teams. This role is ideal for a PM/BA who can step in quickly, bring order to complexity, and serve as the connective tissue between federal requirements and internal execution.
RESPONSIBILITIES:
Federal Requirements & Planning
- Review and interpret FEHB / FEP manuals, guidance, and documentation to identify required submissions, reports, and supporting materials.
- Translate federal requirements into clear deliverable inventories, including what reports are required, what content is expected, and submission cadence.
- Map endtoend timelines, milestones, and dependencies across all FEPrelated deliverables.
- Develop checklists, workplans, and submission calendars to operationalize federal requirements.
Program Oversight & Coordination
- Provide endtoend oversight of FEPrelated federal deliverables and timelines.
- Track and coordinate Financeled submissions, ensuring inputs from Actuarial, Internal Audit, and other partners are aligned.
- Identify and actively manage crossfunctional dependencies, risks, and gaps.
- Facilitate crossfunctional working sessions to confirm clarity on requirements, ownership, and sequencing.
- Serve as a central point of accountability for FEP program execution, issue tracking, and status reporting.
Documentation & Enablement
- Create and maintain SOPs, process documentation, and reference materials to support repeatable, auditable processes.
- Ensure documentation is clear enough to support future cycles and knowledge transfer beyond the contract term.
QUALIFICATIONS:
- Project or program management experience, preferably in federal, regulated healthcare, or largescale compliance programs.
- Demonstrated experience reading and translating regulatory or program manuals into actionable plans is nice to have.
- Strong ability to structure ambiguous requirements into timelines, checklists, and documented processes.
- Proven success coordinating work across various internal stakeholders and departments (example: Finance, Actuarial, Audit, and Compliance functions).
- Exceptional organization, facilitation, and communication skills.
