Job Description

SLS Federal Services Division is seeking a qualified Site Safety and Health Officer (SSHO) to support NAVFAC Design-Build construction projects in Hawaii. The SSHO shall be responsible for the implementation, enforcement, and continuous improvement of the project Safety and Occupational Health (SOH) Program in full compliance with EM 385-1-1 (15 March 2024), UFGS 01 35 26 - Governmental Safety Requirements, FAR 52.236-13, and all applicable federal, DoD, and NAVFAC requirements.

The SSHO shall serve as the on-site safety authority with full responsibility and authority to stop work when unsafe conditions or non-compliant activities are observed. The SSHO will interface directly with NAVFAC representatives, including the ROICC and Government Safety personnel, and will report functionally to the Director of Health, Safety, and Environmental (HSE) while coordinating daily with the Project Manager.

Duties and Responsibilities

* Serve as the designated Site Safety and Health Officer (SSHO) for the project in accordance with EM 385-1-1 (2024), Chapter 2.

* Exercise full authority to enforce safety requirements and stop work for any activity posing an imminent danger or non-compliance with contract safety requirements.

* Implement, maintain, and enforce the Government-accepted Accident Prevention Plan (APP) throughout the life of the project.

* Prepare, review, and update site-specific Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs) for all Definable Features of Work (DFOWs).

* Participate in the preparation, revision, and administration of ENG Form 6293 and all required safety submittals.

* Conduct and document daily safety and occupational health inspections of all work areas, equipment, and operations in accordance with EM 385-1-1 and project specifications.

* Establish, maintain, and manage a Safety and Occupational Health (SOH) Deficiency Tracking System, ensuring timely corrective actions and formal closure of deficiencies.

* Verify subcontractor compliance with the APP, AHAs, and all contract safety requirements.

* Conduct and document site-specific safety orientations, job hazard briefings, and task-specific training for all project personnel.

* Verify that all workers, supervisors, and subcontractors possess required safety training, certifications, and medical qualifications prior to performing work.

* Lead and document accident, incident, and near-miss investigations in accordance with EM 385-1-1 and FAR 52.236-13.

* Ensure immediate notification to the Government of reportable incidents and compliance with required reporting timelines.

* Maintain accurate records of injuries, illnesses, property damage, and corrective actions.

Qualifications

* Five (5) years of experience implementing and enforcing safety programs on federal construction projects, or three (3) years of experience with a Certified Safety Professional (CSP) credential or a degree in Occupational Safety, Industrial Hygiene, or a related field.

* Demonstrated ability to function as a Competent Person and/or Qualified Person for applicable high-risk construction activities.

* OSHA 30-Hour Construction Safety Training (current).

* EM 385-1-1 40-Hour Safety and Health Training (current).

* Strong written and verbal communication skills suitable for formal Government correspondence and reporting.

* Proficiency in Microsoft Office (Word, Excel, Outlook).

* U.S. Citizenship required.

Preferred Qualifications

* Previous experience on Hawaii managing safety programs on federal construction projects.

* Experience supporting Design-Build delivery methods.

* Familiarity with NAVFAC Section 01 35 26, safety submittal processes, and ROICC coordination.

* Experience managing safety programs on active military installations.

Summary

This position requires a highly disciplined, detail-oriented safety professional capable of operating independently, interfacing directly with Government representatives, and enforcing safety requirements in a complex Design-Build construction environment. The SSHO plays a critical role in protecting personnel, ensuring contract compliance, and supporting successful project execution for NAVFAC.
